Bush appoints human rights envoy

US President George W. Bush has appointed a former senior domestic policy aide, Jay Lefkowitz, as special envoy to promote human rights in North Korea, the White House announced yesterday.

"His appointment will greatly enhance our efforts to encourage North Korea to accept and abide by internationally accepted human rights standards and norms," Bush spokeswoman Dana Perino said.

The decision, required under a US law passed in 2004, came about 10 days before the next round of six-nation talks on North Korea's nuclear weapons programs. The negotiations are due to resume during the week of August 29.

There was no immediate reaction from Pygongyang, which has regularly warned in the past that stepping up pressure on the human rights front may hurt prospects for progress in the talks, which also group China, Japan, Russia, South Korea and the United States.

But Christopher Hill, Washington's North Korea analyst, said on Wednesday that Pyongyang should expect increased scrutiny of its human rights record, should it conclude its best interests lie in making a deal to end its nuclear programs and open up to the world.

"If the DPRK wants to enter the international arena and wants to be a participant, it's got to begin to consider the cost of admission, and part of the cost is that your human rights record will be looked at," he said.

Lefkowitz was to take up his duties in September, meeting with other US officials to draft a plan of action before he travels to the region to meet with US partners in the six-party talks and visits with European and UN officials.

Lefkowitz has served as deputy assistant to the president for domestic policy, playing a central role in Bush's decision in August 2001 to curtail government-funded embryonic stem-cell research.

He has also been a member of the US delegation to the United Nations Human Rights Commission in Geneva and the US delegation to the International Conference on Anti-Semitism sponsored by the Organization for Security and Cooperation in Europe.

"Mr. Lefkowitz will increase awareness and promote efforts to improve the human rights of the long-suffering North Korean people," Perino said as Bush spent five weeks on his Texas ranch.

U.S. President George W. Bush announced Friday the appointment of Jay Lefkowitz as special envoy on human rights in North Korea.
The appointment comes at a sensitive time in relations between the two countries as six-party talks meant to convince North Korea to abandon its nuclear programs are on hold and set to resume the week of Aug. 29.
''Mr. Lefkowitz will increase awareness and promote efforts to improve the human rights of the long-suffering North Korean people,'' the White House said in a statement.
A senior administration official, speaking on condition of anonymity, said Lefkowitz will also work with Japan on seeking a resolution of the abduction issues involving Japanese and South Korean citizens.
While the recessed fourth round of the six-party talks between the United States, Russia, China, South Korea, Japan and North Korea is focused on removing nuclear weapons, an aspect of the U.S. proposal tabled during the last round in June last year, and echoed recently by top U.S. negotiator Christopher Hill, calls for North Korean human rights reforms before bilateral relations can be fully normalized.
Despite the timing, the Bush administration does not feel the announcement will hurt the current six-party negotiations.
''We hope it would affect things in a positive way if North Korea were positive about the development of human rights,'' the senior official said. ''That might be helpful across the board in all areas of our relationship with them.''
''It would be a miscalculation on the part of North Korea or anybody else to think it was somehow aimed at influencing those talks,'' the official said.
Lefkowitz, former White House domestic policy deputy adviser, will be responsible for monitoring and pressing for improvements in North Korea's human rights situation and freedom of religion and speech.
The administration was required to establish the post under the North Korean Human Rights Act passed in 2004. The law bans assistance aside from humanitarian aid to North Korea unless ''substantial progress'' is made toward basic human rights in North Korea.
Prior to his posting as deputy adviser in 2002, Lefkowitz served as general counsel to the Office of Management and Budget and U.S. representative to the U.N. Human Rights Commission.
Lefkowitz currently works as a lawyer in Washington.
