1. Opening of ballot boxes

2. Image Read Sorter Process.
(Scanning, Reading, Counting, Sorting by The Image Read Sorter.
Input, the results thru the Image Read Sorter without recounting sorted ballots, in the reporting computer.)

a) Setting ballots in the Image Read Sorter which is the electronic equipment for scanning, reading, counting and sorting.
b) A real Scanning ballots through The Image Read Sorter.
c) Store an image of each ballot with a serial number in the Control Computer.

Suspicion (serial number......)
(1) Each image of each ballot has its own serial number but a read ballot (paper) was not endorsed with serial number.
(2) National Election Commission's intentional request to assemble The Image Read Sorter without the function printing the endorsement.
(3) The purpose of eliminating the serial number on the real ballot (paper) can be suspected of banning the investigation of image manipulation, by means of comparing the image of a ballot with real one. (paper)

d) Reading each ballot.
e) Counting ballots in The Image Read Sorter.

Suspicion (Ram, Rom......)
(1) Counting Program is stored inside the RAM of The Image Read Sorter.
(2) It is said that The Program inside the RAM is not free from manipulation
(3) Counting Program should be kept in ROM, according to the experts.


f) Sorting ballots (pocket....)
(1) Each ballot which has been read, is guided into the pocket of each candidate.
(2) The Image Read Sorter has 12 pockets.
(3) Two pockets per candidate should be given to the strong candidates.
(4) If 100 ballots are stored in one pocket, automatically transferred to the other pocket by shift.
(5) If the two pockets are full, the equipment automatically stops working. Therefore the pocket which is full of ballots should be made empty immediately for the next turn.
(6) The purpose of bundling 100 ballots per bundle is easy comparing the figure of the statement emitted by the control computer with the figure of real ballots (paper)

Suspicion :
(1) In many areas, each of two strong candidates was given only one pocket. The covering figure of one pocket was between 150 and 200. The equipment also stops in this case even if one pocket is full. So the inspectors of County (City) Election Commission picked up ballots irregularly from pocket without counting.

(2) Two different ways of setting pockets were conducted. One is the normal way and the other is the abnormal way to ban comparing. The normal way is to bundle 100 ballots per bundle.
The abnormal way is to bundle uncountable ballots per bundle hindering the next process inspectors and commissioners from counting and comparing the figure of the statement by the control computer with the figure of real ballots (paper).

3.County (City) Election Commission Commissioners' totalization and inspection of sorted ballots thru the Image Read Sorter and not sorted ballots.
a) Examination and Totalization of sorted ballots.
(1) County (City) Election Commission was equipped with counting machine counting the real ballots to check the differences between the figure by
control computer and the figure of real ballots by hand.
(2) In case The Image Read Sorter doesn't work properly, they can count by counting machine and then bundle 100 ballots per bundle in this process.
(3) Bundling 100 ballots per bundle is obligatory for eliminating the suspicion.


Suspicion :
(1) They prepared counting machine but they didn't use it to count the sorted ballots in the presence of the spectators.
(2) To count the ballots with the observers witnessing was obligatory because the operating programs of control computer and The Image Read Sorter had not been inspected under the mutual consent (Ruling Party and Opposition Party) before election. Also needed to prove the accuracy of The Image Read Sorter.
(3) Unless they count the ballots in the presence of the spectators in this process, we can not but declare that the election is void because them is many to confirm if the results by the control PC and The Image Read Sorter were manipulated or not.
(4) Their illegal way is not only like coup d'etat but also a vicious crime violating the fundamental law for the democracy.
(5) We can not but suspect that they intentionally tried to annul the election.
(6) Also suspect that they practiced like the above to conceal the manipulation of the results thru The Image Read Sorted.

b) Examination and Totalization of not sorted ballots thru The Image Read Sorter.
(1) Inspectors sorted the ballots of each candidate in the presence of the observers.

c) Commissioners should have counted the bundles of 100 ballots of each candidate and the extra by hand, and then should have compared the real figure with the figure of the statement by the control computer connected to The Image Read
Sorter.
In many areas, the ballots per bundle transfered to the commissioners were not per bundles of 100 ballots, so they couldn't compare the figureof real ballots with the figure of the statement by the control computer.

Suspicion :
(1) According to the Article 178 of election law, commissioners should compare the figure of real ballots (paper) with the figure of the statement by the control computer, and then sign on the statement.
But the ballots were not bundled by 100 ballots per bundle. So they couldn't fulfill their duties sincerely.
It was impossible to count the ballots one by one by hand. Because of the unseen, silent, limited time schedule.
Bundles with irregular figure, without any marking hindered commissioners from comparing the real figure with the figure of the statement by the control
computer. Previous intentional, illegal inspectors action prevented commissioners from comparing the real figure with the figure printed by the control computer.
(2) The failure of comparing the real figure with the figure printed by the control computer was also repeated in this final process.
(3) The process of opening ballots was finally completed by the way to nullify the Presidential Election 2002.


4. Announcement of the results of opening ballots by the Chairperson of County (City) Election Commission.


5. The law suit nullifying the electioneer's status filed by the Opposition party (Hannara).
a) The opposition party filed a law suit nullifying the electioneer's status and required a recount of the ballots on Dec 24, 2002.
b) The decision preserving of the evidences by the supreme Court was made on Jan 4, 2003.
c) The decision recounting the ballots of 80 County (City) Election Commissions was made by the Supreme Court on Jan 15, 2003.
d) There were 244 County (City) Election Commissions in Korea.
e) The ballot boxes were transported to the Local Court for a recount around
Jan 15, 2003.
f) The ballots of 80 County (City) Election commissions were recounted on Jan
27, 2003.


Suspicion:
(1) The ballots were not investigated precisely, though kept for long days in The County (City) Election Commission, if those were manipulated or not before a recount.
(2) The Local Court went on recounting irrespective of the suspicions raised by the Opposition Party and the observers.

(3) National Election Commission announced that there was a total difference of 537 ballots comparing with the results of opening ballots on Dec 19, 2002. They emphasized the accuracy of The Image Read Sorter and strongly denied any possibility of manipulation. Besides, they also asserted that there was not any difference of the ballots and any error among the ballots thru The Image Read Sorter. The error mainly means that there are mixed ballots.
Nevertheless, According to the (Hannara) Opposition Party report and the observers, there were the mixed ballots, bundles of irregular figure, unsealed ballot boxes, broken boxes, differences between the ballots and the figure of electors list. Almost equally marked ballots of the ruling party shortage of remaining ballots (8968 ballots missing in Seo-Gu of InChon Metropolitan City were found but on the following day were submitted), assertions of the existence of different qualities of the ballots.

(4) Very important evidence to judge manipulating the ballots was found in Ilsan-Gu of Goyang City according to the observers.

(5) The hasty acceptance of the recount results without precise examination, by the opposition party officially authorized National Election Commission announcement of Election Dec 20, 2002.
We think that The Opposition Party didn't have full information about The Image Read Sorter and the problem of Ballot opening process.
The Opposition Party asserted that the control computer should not be linked directly to the central server of National Election Commission and the ballots sorted by The Image Read Sorter should be counted again for inspection in The Examination and Totalization Process, 5 days before Election. The former was conducted by National Election Commission but the latter was not fulfilled while opening ballots, National Election Commission had accepted the both at that day.
The Opposition Party seems not to have taught the observers to monitor illegal actions and bater in case of the them emergency situation systematically, before election.
(6) Nevertheless, the action to investigate illegal opening ballots and to reveal the real facts were taken by the ardent Korean citizen. Finally they came to approach the real fact and came to announce the election fraud.



6. Final Opinion

1) Democracy of Korean is seriously threatened by the immoral group to neglect the basic human right and democratic procedure.

2) Opening ballots of Presidential Election 2002 was illegally conducted by National Election Commission.

3) The precise inspection of the function of The Image Read Sorter, operating programs for The Image Read Sorter and the control computer and opening ballot procedure was not conducted before and after casting ballots under the consensus of related group.

4) Distinctly, the actions to nullify Presidential Election 2002 were taken by National Election Commission.

5) Revealing the real facts has been delayed due to the failure of the knowledge about the equipment, programs, and opening ballot procedure.
Namely, the failure of the high technology knowledge delayed revealing the real facts.
So now International help is urgently needed to clarify the results of the investigation and to prevent the transfer of illegal, vicious opening ballot crime to another country.

6) As we described as the above, in the midst of change of election culture, the failure of high technology knowledge can lead to Election Fraud. Therefore the establishment of the international organization to monitor and control electronic election is necessarily needed.

7) We hope that the victory to reveal the real facts will prevent the election frauds of the world.
Also We would like to share the joy of realizing the justice of the world with all the world citizen.
