U.S. Doubts Reports of Work on North Korea Nuclear Site (September 4, 2008)

The notification dimmed hopes that the resumption of North Korean activities at Yongbyon, about 60 miles north of Pyongyang, might be aimed at extracting American concessions rather than a genuine attempt to restart the nuclear complex that was its only known source of plutonium.

American and South Korean officials, however, warned against reading too much into the developments and American officials have cast doubt on the seriousness of the North¡¯s efforts. So much of the essential equipment had been removed that it would take at least a year to put back together the old Soviet-era reactor and its auxiliary facilities, they said.

Washington¡¯s top nuclear envoy, Assistant Secretary of State Christopher R. Hill, and his South Korean counterpart, Kim Sook, were headed to Beijing to urge China, the North¡¯s key Communist ally, to help persuade Pyongyang to back down. Mr. Hill is eager to salvage the deal to mothball the Yongbyon complex, which President Bush considered part of his legacy.

Kim Kye-gwan, the North Korean nuclear negotiator, reportedly was invited to a meeting in Beijing Friday but it was unclear whether he would attend.

North Korea notified American personnel at Yongbyon on Tuesday of its decision to restore the complex to its operational state and started moving disassembled equipment out of sheds to the nuclear reactor there, said Yu Myung-hwan, South Korea¡¯s foreign minister.

"They¡¯re putting words into action," Mr. Yu said. "It¡¯s deeply regrettable that this happened at this critical moment."

The equipment the North was trying to reassemble is believed to be cables, pipes and other disassembled parts it had stored at sheds since its engineers began disabling the complex late last year, under the technical guidance and observation of American and United Nations nuclear experts.

In Washington on Wednesday, the State Department spokesman, Sean McCormack, said that the North Koreans seemed simply to be taking equipment out of storage and moving it around.

North Korean workers also began clearing the debris of a cooling tower attached to the Yongbyon reactor, North Korean officials said. North Korea blew up the tower in June to demonstrate its commitment to nuclear disarmament.

The North, however, suspended the disablement work on Aug. 14, angry that the United States had not removed it from its list of state sponsors of terrorism. Last week, it threatened to reassemble the Yongbyon complex, which is believed to have produced enough plutonium for several atomic bombs. The North conducted an underground nuclear test in October 2006.

On Wednesday, Washington confirmed that it would not remove the North from the terrorism blacklist until North Korea agreed to a comprehensive nuclear inspection regime.

As part of an aid-for-disarmament deal, North Korea submitted a nuclear declaration in June and the United States wants to ascertain that the North did not leave out any vital data. It has long suspected the North of pursuing uranium enrichment as an alternative method of making bombs, as well as exporting its nuclear know-how to countries like Syria.
