Officials board freighter from North Korea

Officials from the Ministry of Finance Kaohsiung Customs Bureau (MFKCB) boarded a North Korean freighter yesterday on suspicions that the ship is transporting illicit and dangerous chemical materials.
MFKCB officials searched the "Be Gaehung, " which arrived in Kaohsiung Harbor Thursday from Bangkok, Thailand, to unload some 2,000 metric tons of aluminum powder, after being informed by U.S. intelligence authorities that the freighter might be carrying a batch of dangerous chemicals which could be used as materials in the production of nuclear weapons.
If any illicit or dangerous chemicals are discovered, the MFKCB said, it will then collaborate with authorities from the Ministry of Economic Affairs and the Ministry of Foreign Affairs to jointly tackle the matter.
The "Be Gaehung" has already completed unloading of the 2,000 metric tons of aluminum powder, and another much smaller quantity of goods registered as "commodities only for transit" are the target of the inspection, according to the MFKCB
Cautious attitude
The Kaohsiung customs officials said that the harbor is taking a highly cautious attitude toward the matter. The bureau will act in accordance with international trade practices if any illicit chemicals are found which may impair the security and safety of the port, the officials said.
According to a report by the Chinese-language United Daily News, the 6,500-ton "Be Gaehung" is suspected by U.S. intelligence authorities of transporting about one metric ton of hydrafil, or aluminum hydroxide compound, with North Korea as the final destination.
Hydrafil, widely used in aluminum refining, as an additive, or as a reinforcer in rubber and plastic processing, is not dangerous in itself. However, if combined with other chemicals, it can be processed into alumina which can be used in making the outer shells of missiles and other related materials, according to the daily report.
