The Korean National Election Commission sued 15 writers
who criticized electronic vote counting machines.
We had a phone call today from the Cyber Investigation Team
of Seoul Police Bureau and we were shocked to learn that
the Korean National Election Commission has sued 15 people
who criticised the electronic vote counnting machine used
for the last presidential election. They used the machine
for voting ballots, without serial numbers. The Commission
used the machine for automatically counting the ballots
from the last Korean presidential election. The Commission
used RAM instead of ROM for the machine to save the results
of the ballot count. RAM is easily accessed after data
is saved while ROM is not accessible. This means that
data on the RAM could be changed at anytime.
The Philippine Supreme Court ruled that the vote counting
machines imported from Korea should not be used in their
national election in May this year. This story was
reported by the Philippine news media and the Korean
residents living in the Phillippines were very embarrassed.
You can imagine how inaccurate the vote counting
machine was if the Supreme Court of the Phillippines
would rule it unusable in their election.
The Commission has been closed-mouthed about contro-
versial debates on the vote counting machine, suddenly
they asked us to erase 27 articles criticizing the machine
and they sued 15 people who criticized the machine.
The Commission never apologized about their fault in
using the vote counting machine. As many articles criti-
cizing the vote counting machine are appearing on the
internet day by day the Commission has sued 15 people
and threatened us to remove the articles posted on our
webpage, otherwise they will sue us. The Commission
should stop pressing us to remove the articles and stop
suing innocent people who are entitled to their opinions.
The Commission is instilling fear in the internet community
and therefore the story of the vote counting machine and
all of the details surrounding it, will spread very quickly
and widely to other's in the community in Korea. We suggest
the commission hold an open seminar to discuss the use of
the automatic vote counting machine and it's implications.
This seminar should be open to all sectors of Korean society
and be both informative and allow people to express
their opinions. The Commission should concentrate on
finding out the problem with the machine and what
they can do to improve it.
