Comelec drops automated polls

Comelec Chair Benjamin Abalos Sr. said the commission unanimously agreed to drop the proposal to automate the counting of the election results, paving the way for manual counting.

Comelec drops automated polls

THE Commission on Elections on Wednesday laid to rest the controversy arising from its insistence to use computerized counting machines in selected areas in the country on May 10.

Comelec Chair Benjamin Abalos Sr. said the commission unanimously agreed to drop the proposal to automate the counting of the election results, paving the way for manual counting.

Abalos said the decision to junk selective automation was reached to allay fears that the automated counting machines (ACMs) could facilitate the manipulation of the election results.

¡°We do not want to add more to the growing apprehensions of the people that we want to cheat in favor of the administration candidates,¡± he said.

The Comelec wanted to debunk innuendoes that it was intent in pushing for automation because it already closed a multibillion-peso deal with the Mega Pacific Consortium, which supplied the machines.

¡°They make it appear that we have an illicit affair with the supplier of the machines. So to end all this we have abandoned the idea of selective automation in order to allay the fears of people that we are doing this to favor any candidate,¡± he said.

The Supreme Court ruled last month that the contract for the machines was flawed because Mega Pacific failed to meet the requirements asked of a bidder.

Comelec Commissioner Resurreccion Borra proposed a way of skirting the Court¡¯s decision through an arrangement in which the Comelec ¡°borrows¡± the machines from Mega Pacific.

Borra also noted that the Court did not find the machines faulty since they passed the accuracy test ran by the Department of Science and Technology.

At least 1,500 machines were to have been used if the selective automation had been carried out.

The machines were to have been set up in Metro Manila, the Autonomous Region in Muslim Mindanao and parts of the Visayas. The Comelec paid the Mega Pacific consortium P1.3 billion for the machines.
