2004년 10월 18일, 대통령은 북한인권법안에 서명했습니다. 미국은 오랜 세월, 북한주민들을 수난과 억압에서 구하려고 노력해왔습니다. 이 법은 북한정권에서 탈출하는 주민들이나 그 정권 밑에 갇혀있는 주민들을 도우려는 노력에 촛점을 마추어, 북한의 비참한 인권상황을 개선시킬 수 있는 새로운 도구를 우리에게 마련해준 것입니다. 대통령은 양당 합의로 통과된 이 법안에 서명함으로서, 북한주민들의 복지에 관한 우리 모두의 초당적 관심과 결의를 표명하고자 합니다. 우리는 북한의 인권을 심각하게 생각하는 인접국가들, 그리고 국제사회와 연대하여, 북한에 사는 일반 주민들의 삶을 향상하기 위한 조처를 취하도록 노력할 것입니다.
북한은 아직도 지구 상에서 제일 포악한 독재에 시달리는 나라 중의 하나로 남아있으며, 주변국가들의 자유를 향한 대행진과는 극히 대조적입니다.

Statement on President Bush Signing into Law the North Korean
Human Rights Act
President Signs the North Korea Human Rights Act
On October 18, 2004, the President signed into law the North
Korea Human Rights Act. The United States has long been
committed to alleviating the suffering and repression of the
North Korean people. This Act provides us with useful new tools
to address the deplorable human rights situation in North Korea
by focusing our efforts to help both those who flee the regime
and those who are trapped inside the country. The President's
signature on this bipartisan legislation is testimony to our
unified concern for and commitment to the welfare of the North
Korean people. We will work with other concerned states in the
region and internationally to take steps to improve the lives of
the average North Korean.
North Korea remains one of the most repressive countries in the
world and stands in stark contrast to the march of freedom
elsewhere in the region.
