I hope this letter finds you in good spirits. Let me introduce myself first, I am Kim Sung-Woong. The family name is Kim, and first name Sung-Woong. About 29 years ago, I sent you a letter, date 29 July 1983, to report the violation of human rights occurred from Seoul, Korea. As soon as I received a reply from Ambassador Walker, the United States Ambassador to Korea at that time, immediately, after two days, I sent same letter to ILHR.

The statement in this letter, he recognized a bad incident of violation of human rights of the CIC Agent by the direction from the Public Prosecutor's office (Jong, Byong-Seop/ a district attorney/ Event No 1982 Hyong-Je 24972) and The Blue house as the combined maneuvering.

As an after-talk information from International Human Rights league of Korea, the US Ambassador visited Korean President Chun, Du-Han to discuss about that incident what reported to ILHR.I was ROK Army Reserved Major and they tortured me resulting injured almost close to death at the chamber of CIC for 55 days from Jan13 1983 to 8 Mar 1983.

By the admonishment of the US Ambassador Walker, the Korean President promised him that he will resolve the problem of the human rights violation case of the ROK Army Reserved Mayor. In 3 November 1983, I received compensation in sum of 50 Million Won (about $80,000/converted US dollar rate at that time) for a violation of human rights from the District Attorney Han, Kwang-Shu.

Later, I heard from ILHR of Korea that US Ambassador Walker recommended solving the problem before the visit of the President Ronald Reagan in 12 November 1983. This was a miracle because so many incidences of the suppression of human rights were innumerable during the military regime and my case was a tip of an iceberg


Anyway, the major point of the event, the Public Prosecutor's office in Korea at that time made self indulgent for irregularities and corruption not applied to the law. By the direction of the BLUE House, a District Prosecutor, Jong, Byon-Seop transferred for payment of Chang, Yongp-cha dishonored bill in the amount of one billion dollars to Chairman of Dong-ah Group and just terminated the case of Tax Evasion of Dong-ah Group. And he infringed upon personal rights for a prosecutor (ROK Army Reserved Mayor Kim, Sung-Woong, who has been worked in Dong-ah Concrete Industrial Co.,Ltd for 5 years) because of report for tax evasion of Dong-ah Group. This was a phase of history Korea for violation of human rights.

As shortly mentioned above, I believed the God's Miracle. With the compensation money, it has been for 28 years since Ansan Trading Co.,Ltd was established. we have been working hard for that time period and our effort was rewarded with the success of the enterprise. In the Christian belief, my family has been making the contribution up $1,600,000 for a life religion . As the extension of our business, the Ceramic Art Factory was established in China on July 2004.

At the end of the effort for 4 years in China factory, we developed a new product of ceramic square Kim-Chi pot(container) to keep the fermentation of all foodstuffs. In various size of the pots such as 5L,10L,20L, 25L, & 30L for Kim-Chi refrigerator, and they keep the secret of the science to breathe and maintains the freshness as an earthenware pot(Ong-ki) which was used to keep the KiM-Chi since long time ago from our ancestor. This is a patent item in Korea and China.

It's very difficult to product as high temperature control above 1350 centigrade degrees at the gas kiln for the ceramic square Kim-Chi pot. It's a high ceramic technology of Chauzhou in China.

At present time, it is not practicable to product the ceramic Kim-Chi pot with the Korea ceramic technology. Therefore, Korean people have been used plastic container to keep the foodstuff for fermentation over 15 years. It's may adversely affect to the Korean people's health.

The Korean Government give an authorization to Korea Conformity Laboratories (KCL: Tel02-2101-2500) for the permission of Note of Authentication (HS Mark) and SF Mark Permission to FITI Testing & Research Institute (ARS 3299-8000). They have rule for fivr different kind of testing examination. According to the rule, HS is Hygiene & Safety testing and SF is Sanitary & Finished such as a functional testing, strength testing and virulent testing.

The testing Korean plastic Kim-Chi container has many problems as soaking the KIM-Chi red water to container body and the reek into the container inside of all and it change the taste and sweet smell of the Kim-Chi or Dong-chi-mi(Water Radish Kim-Chi). Specially, the plastic container make air tight and overflow fermentation gas inside until the cover be opened and it will make quick browning reaction which rapidly deceased good lactobacillus as Amino Acid (Lysine) in Kim-Chi when open the cover of the container. It's same as a calamity.

This is very important standpoint . On above mentioned, generally speaking the testing of the plastic Kim-Chi container could not pass the inspections. But most Kim-Chi refrigerator maker and container maker are major large enterprises of Korea. So, institution charged each company 20,000,000 Won( about$17,000)per year for the condition of commission to make plastic Kim-Chi container. This indeed unlawful act of government branch. The criminal act against the Korea people's health has been committed with Korean government's connivance. The relevant government branches are Korean Food & Drug Administration, Ministry of Health & welfare and Ministry of Knowledge Economy.

I'd like to open to Korea Food & Drug Administration's(KFDA) confession by comga-mul-kijun-goa-2726 (8 September 2011). Korean Government(KFDA) made a confession for an air tight plastic Kim-Chi container of disqualification. The KFDA made pointed out the problem of changing for traditional taste and sweet smell of fermentation foodstuff such as or Dong-chi-mi (water radish Kim-Chi) while it was storing in the plastic container. It's becoming clear disqualified for gushing out strange substance inside plastic container body for fermentation foodstuff from KFDA. Hence, the plastic container make most improve the quality of their products. Korean Food & Drug & Administration(KFDA) directed an order to the plastic container makers to be improved for their product.

But they are going to neglect without any improvement for 5 months.

This matters cannot be left alone. For abandonment this event, Korean Government (KFDA) disregarded of duty for 50,000,000 people. KFDA hold heavy responsibility of law and a compensation for people of all. It's impossible to improve about plastic container quality and function( soaking, reeking, overflow, no breathing of gas) for keeping fermentation foodstuff. It's about time all these Kim-Chi plastic container were done always with.
Korean Government made self-indulgent a criminal act of all people's health. The relevant Government Ministries are Korean Food & Drug Administration(KDFA),

Ministry of Health & Welfare( MHW) and Ministry of Knowledge Economy(MKE).


There are also many large enterprise related to this event as below ;

Sam sung Electronics Co., Ltd has been supplied plastic Kimchi container by the counterfeit bond over ten years. This is an illegal but make their act justify through the advertisement. LG Electronics made a carve of seal of HS on bottom surface of the plastic container for 3 years. This is violation of the Food Sanitation Act. Winia Dimche has done a criminal act for the questions about the endocrine disruption from their plastic Kimchi container. They made a fraudulent as use of counterfeit bond of HS & SF in their internet homepage to the public for advertisement over five years. Also, Lock & Lock Company also use an illegal SF counterfeit bond for 12 years from Feb 1999 to April 2011.

It was revealed by the investigation of The Ministry of Knowledge Economy. But immediately, it terminated to use SF bond without commission Won 240,000,000 (about $210,000) for violation of the law. Lock & Lock has sued me libel. Korean court of justice gave me a monetary penalty won3,000,000(about $ 2,600) by a Attorney Jong Yong-Ju. As a law governed Korea, nowadays, we think that it's not any law.

There is enough documentary evidence.

I have prosecuted a formal complaint for Korean Government, designation Institution, big enterprises to The Public Prosecutor’s Office in last July 2011. The prosecutor in charge of this case was Chun, Byung-ju who has dismissed the case without any inquiry or investigation in 99 days after the case open. He is called as his nick name as watermelon communist.

Anyway, I recall and inquiry for the investigation of this case to the Public Prosecutor General and distributed this information to the 297 members of the National Assembly. But, eleven (11) judges and prosecutors have terminated this case without inquiry or investigation till today. Their nick names are watermelon communists and the list of names are as follows:

I think the above case cannot solve under the circumstance of the Korea because it will be too much impact to Korean economy if they hurt the big enterprises such as Samsung or LG. I have still appreciated your concern to my case and it was saved my life in 29 years ago. So, I appeal this event to International League for Human Rights (ILHR) for your help!! Please do not disregard! Please consider my situation and help me!!

As mentioned above, Lock & Lock Co., Ltd (CEO, Kim, Jun-il) made an illegal use of SF counterfeit bond on their plastic container but inversely sued me of libel to Bundang Police Station. They insisted that my information distributed to the members of the National Assembly was the libel to Lock & Lock Company. Judge Hong, Jun-Ho gave me the sentencing of monetary penalty 3,000,000 Won/$2,600 for defamation. I penetrated their design at once. The Judge quickly displayed and closed the case of big company’s criminal act but sentenced the charge for the case of person with no power. This is a target inquiry and violation of human rights. This is not only my problem. This is an illegal act against all Korean People’s health.

I appealed against a court’s decision and the judgment is in progress by the Judge Kim, Yong-jin. For last five years, I have been eager to effort to amend the appropriate testing of the airtight plastic container for the food hygiene law. My suggestions have been forwarded to The National Assembly Health & Welfare Committee and The National Assembly Knowledge Economy Committee and The Blue House (Chongwadae).
If it is not command exercised by the head of President Lee Myong-Pak, I'd like to appeal to International Criminal Court (ICC) for General Attorney (Han Sang-Dae) and Korean President (Lee, Myong-Pak).

With a heavy responsibility, president give the solution to Korean Peoples to use a healthful vessel as a same function and structure of an ancestor's property Ong-Ki pottery container for fermentation food stuff. The ceramic container would be a good substitute for the disqualified airtight plastic container for kimchi refrigerator. As a strong point, it's not to soak Kimchi red water, to reek or overflow Kimchi water and can do breathing from fermentation gas as same function and structure of Ong-ki. Nowadays, we can do it succeed from generation to generation.

For the other matters stand, The General Attorney (Han, Sang-Dae) has heavy responsibility to make many watermelon communist attorneys to carry out their job faithfully all the times.

안녕 하십니까 ?
29년 전 1983년 7월29일에 대한민국 서울에서 일어난 인권침해에 대해 귀 연맹에 제소하였던 김 성웅입니다. 1983년 7월27일에 주한 미 워커대사의 회신을 접수하자마자 즉시로 2틀 후에 귀 연맹에 서신을 보낸 것입니다.

회신내용은 공작정치로서 청와대 및 검찰청(정 병 섭 검사/사건번호 1982형제 24972호) 합동 공작정치에 의거 보안사 분실에서 인권침해를 당한 상황을 인정하여 준 내용입니다. 국제인권옹호한국연맹의 후문에 의하면 주한 미 워커대사가 국제인권옹호연맹에 제소된 인권유린 사건에 대해 논의 하고자 전 두환 대통령을 방문했다는 것입니다. 본인은 예비역 육군 소령 이였든 바 그 들은 55일간 (1993.1.13.- 3월 8일) 인간백정의 고문을 자행하였다. 주한 미국 워커 대사의 권면에 의거 대통령은 예비역 육군소령의 인권침해의 문제점에 대해 해결할 것을 약조했다. 1983.11.03. 본인은 서울지방검찰청 한 광수 검사에 의거 50,000,000원( $ 80,000상당)을 배상을 받게 되었다.

후에 국제인권옹호 한국연맹에서 들은바 주한 미 워커대사께서 미국대통령 로 날드 레이건 대통령이 한국 방문 1983.11.12. 이전에 문제를 해결하여 줄 것을 권면했다는 것이다. 나의 경우는 빙산의 일각에 불과하며 무수히 많은 인권억압의 사건들에서 이 사건은 기적이라는 것이다.

여하간 사건의 주안점은 한국의 검찰청이 그때 당시 적법하게 법을 집행하지 아니하고 부정부패 에 대하여 자행한 것이다. 청와대의 지시에 의거 검찰청 정 병 섭 검사는 동아구릅에 장 영자 어음사기사건 ONE BILLION을 앉기고 동아의 탈세자금은 무혐의로 종결시켜버렸다. 그리고 그는 동아그룹 탈세자금 고발 보고서 때문에 동아에서 5년간 근무한 예비역 육군소령의 개인적인 고소인의 인권을 유린한 것이다. 이것은 한국의 인권유린의 역사적 단면이다.

간단히 전술한 바와 같이 나는 하나님의 기적을 믿습니다. 배상금으로서 안산무역을 설립한지 28년이 되었습니다. 우리는 그 당시에 열심히 노력한 보람으로 기업성장의 보상을 받게 된다. 기독교 정신에 입각하여 종교생활에 10억원( $1,600,000)상당의 헌금을 하여왔다. 사업확산에 따라 2004년 7월에 중국에 도자 공예 유한공사 독자공장을 설립한다. 중국 공장 4년의 노력 끝에 발효식품 저장하는 사각도자기 김칫독을 새로운 상품을 개발하게 되었습니다. 김치냉장고용 사각 김칫독의 크기 종류는 5L 용량 10L, 20L, 25L 및 30L 5종목입니다. 숨 쉬는 사각 김칫독은 선조들의 오랜 시대 김치 사용한 옹기와 같은 원리로 싱싱하게 보관되며 숨을 쉬는

과학적인 기밀을 유지한다. 본 상품은 한국과 중국의 특허 상품입니다. 사각 도자기 김칫독은 1350도 가스로에서 높은 온도에 소성하여 생산하기 매우 어렵다. 중국의 조주지방의 도자기 기술은 매우수준급이다. 현재의 한국기술로서 경제성 생산이 어렵다. 따라서 대한민국국민들은 15년간 발효식품 보관용기로서 플라스틱용기로 사용하여 왔다. 이것은 한국국민의 건강상 유해한 영향을 미치게 한다. 정부는 한국건설 생활환경시험연구원에게 HS 인증서 사업 권를 주었고 SF 인증서 발급허가는 FITI시험연구원에 사업권을 주었다. 그들은 시험검사 5 종류의 규정이 있다. 규정에 따라 HS 는 위생과 안전이며 SF는 위생가공 식품으로서 기능 시험검사, 구조성, 무독성이다.

한국의 김치플라스틱 용기의 시험검사에는 많은 문제점이 있다, 붉은 김치 국물이 플라스틱 몸통에 배는 것이며 몸통 안쪽 전체에 냄새가 진동하며 동치미 김치 담글 때 맛과 향을 변화시키는 문제점이다. 특히 플라스틱용기에 밀폐장치가 되어 뚜껑을 열 때까지 발효가스와 김치 국물이 넘치게 되며 뚜껑을 열면 탄산가스가 터 저 나가며 갈변반응이 쾌속 전개 되어 김치안의 아미노산 라이신의 유익한 유산균이 죽게 되는 경우이다. 이것은 재앙이다.

이것은 매우 중요한 관점이다. 전술한바와 같이 일반적 상식선에서 말하면 플라스틱김치용기는 시험검사에서 합격 통과 할 수가 없습니다. 그러나 김치냉장고 생산업체나 플라스틱 용기 생산업체 모두 대기업들입니다. 이러한 상항에서 플라스틱김치용기 인증서 수수료 년 간 2천만원을 받고 있다. 이것은 참으로 정부 행정부의 불법행위입니다. 국민건강 범죄행위에 대해 한국정부의 묵인 하에 위탁하여 왔다. 관련된 정부 행정부서는 식약청, 보건복지부, 지식경제부이다.

본인은 식약청의 첨가물기준과 -2726(2011.09.08.) 의 자백서를 공 개 할려고 합니다. 식약청은 장금 장치한 플라스틱 김치용기가 부적격용기라고 자백한 것이다. 식약청은 플라스틱용기에 발효식품 동치미( 물이 많은 무김치)를 저장할 때 전통적인 맛과 향에 대하여 변화시키는 문제점을 지적했다. 식약청으로부터 플라스틱용기 몸체 안에서 이상 물질이 용출되어 부적격용기로 판명되었다. 그러므로 플라스틱용기는 생산자들이 대부분 품질 개선해야 한 다. 식약청은 플라스틱 용기 생산업체에게 품질 개선하도록 지도해야 한다. 그러나 식약청은 5개월 동안 방치하고 있다. 아 문제는 방치할 수가 없다. 방치사건에 대해 식약청은 5천만 국민에 대한 직무유기 이다. 식약청은 무거운 법의 책임을 져야하며 배상해야한다. 플라스틱용기는 발효식품에 저장에 대해 재질과 기능상(국물 배는 것, 냄새진동, 넘치는 사태, 숨을 쉴 수 없는 장치)개선이 불가하다. 이제 플라스틱용기는 발효식품용기 보관으로서는 부적격함으로 폐기처분해야 할 시점이다.



대한민국 정부는 전 국민의 건강에 대해 범죄행위를 자행한 것이다. 관계정부 행정부는 식약청, 보건복지부, 지식경제부이다. 이 사건에 대해 또한 관련 대기업들의 아래사항이 있다.

삼성전자는 가짜인증서에 의거 밀폐플라스틱 용기를 10년간 공급하여 왔다 엄연한 불법인데 그들은 광고를 통하여 정당화 하고 있다. LG전자는 3년동안 플라스틱 용기 바닥에 HS 인증마크 사출 각인하여 표기하였다. 이것은 식품 공중위생 법령을 침해한 것이다. 위니아 딤채는

본인이 플라스틱용기에서 환경호르몬에 대한 질의에 대해 범죄적 행위를 하였는바 홈페이지에 HS & SF 가짜인증서로서 5년 동안 사용하는 범행을 자행하였다. 또한 락앤락은 12년간 SF 가짜인증서로 사용하는 범행은 지식경제부에서 조사에 의거 적발 되었다. 그러나 즉시로 락앤락의 범법행위에 대해 240,000,000원($ 210,000) 수수료 없이 사용한 SF 인증서에 대해 공람종결하여 버렸다. 그리고 락앤락은 본인을 명예훼손으로 고발하였으며 한국법원은 정영주 검사의 수사에 의거 3,000,000원 ($2600) 벌금형 판결하였다. 대한민국은 법치국가이나 현재는 법이 없는 국가로 생각한다. 증빙자료는 충분하다.

본인은 2011년 7월에 정부, 유관기관, 대기업들의 불법사항을 검찰청에 고소하였다. 이사건의 담당검사는 전병주 검사이며 99일 만에 어떤 수사도 없이 각하( 공람종결)시켜버렸다. 수박빨갱이 검사로 불르며 297명의 국회의원에게 정보제공하며 검찰총장 한 상대에[게 재수사요청을 하였다. 그러나 지금까지 11명의 판검사가 수사 없이 공람 종결시켜버렸다.

판검사 리스를 보십시오. 본인은 29년 동안 대형 사건들의 충분한 경험으로 진단합니다. 삼성전자 및 LG전자와 같은 대기업에게 손실을 주면 한국경제에 엄청난 충격 때문에 이러한 정황에서 정부차원에서 해결할 수가 없다는 판단입니다. 본인은 29년 전에 나의 인생을 국법으로 해결할 수가 없는 사건에서 귀 연맹에서 구해 주신 것에 대해 지금까지 감사하게 생각하여 왔습니다. 그리하여 귀연맹의 도움이 절실하여 본 사건을 제소하는 바입니다. 덮지 마시고 이러한 국법으로 해결할 수가 없는 상황을 숙고하시여 도와주시기 바랍니다. 전술한 바와 같이 락앤락 김준일 사장이 플라스틱용기의 가짜인증서 SF 인증 마크을 12년간 불법으로 사용 했으나 오히려 분당경찰서에 명예훼손으로 고소하였습니다. 그들은 국회의원에게 절보을 제공한 것이 명예훼손한 것으로 주장합니다. 판사 홍 준호는 명예훼손에 대해 벌금형 3백만원 판결을 하였습니다. 본인은 저들의 모함이라는 것을 즉시로 간파하였습니다. 대기업의 범죄행위에 대해서는 쾌속으로 끝내며 전시하였으며 힘없는 개인에게는 벌금형 판결을 한 것입니다.

이것은 인권침해이며 표적 수사입니다. 본 사건은 개인의 사건이 아닙니다. 이 사건은 대한민국 국민의 건강범죄행위입니다. 법원 판결에 재청구하여 재판이 김 영진 판사에 의거 진행 됩니다.

본인은 식품위생법에 대하여 밀폐플라스틱 용기에 대한 시험검사 공유를 개선하도록 열망하여 왔다. 본인의 식품위생법 개정제안서는 청와대 국회 보건복지상임위원회, 지식경제 상임위원회에 제안하여 왔습니다.

82형제24972호 정병섭 검사가 해외취업 공증까지 하며 동아그룹 최원석 회장의 기천만원 탈세수사 고발사건을 취하종용에 따라 취하서를 작성 후에 서빙고 보안사에 강제납치 되어 죽다가 살아난 장본인이다, 결국 동아그룹에 장영자 6404억원 어음사기사건을 무혐의 조치하며 고소인은 강제납치 하여 인권 유린시킨 장본인 정병섭 검사는 수박 빨갱이 검사입니다. 결국 이명박 국제 형사재판소에 고소한 내용에 기록한바와 같이 미국망명용청을 워커대사에게 하자 회신을 접수하자마자 국제인권옹호연맹에 항전하자 미국행정부에 상정되어 워커대사가 전두환을 접견 후에 밀약에 의거 인권유린 배상( $86,000) 하여주어 안상무역을 창업한 역사입니다.


결국 워커대사가 살려주어 살아난 기적을 체험한 장본인으로 31년 후에 또다시 인권유린의 사법부의 실태를 체험하게 됩니다. 당시에 장영자 사건은 국법으로 해결 불가한 사건이였으며 동아그룹고발하자 서빙고 분실로 강제납치 인권유린 시키며 또다시 31후에 국법해결 불가한 밀폐플라스틱용기 에 대한 HS & SF 인증서 불법발급을 고발하니 대기업 삼성전자, 엘지전자, 위니아딤채, 락앤락 등에 발효식품 김치용기 밀폐플라스틱용기가 부적격하다고 식약청이 자백서가 발표되고 이 명박 정부 5년 기간 고발하여도 오히려 사법부에서 실형 6개월 무고죄목으로 선고한 상태입니다. 31년 후에 다시 사법부의 인권유린이요 한 가정을 파괴시키는 사법부입니다.
