저들은 인간의 자유와 영혼을 말살하는 사회공산주의의 도입이고, 더더욱 악랄한 술책은 구소련과 중

공의 주구 괴뢰로써 6.25의 전범이며 김일성 김정일 김정은으로 끝없이 이어가는 세습독재체제로의

영원한 족벌세습 독재왕정의 극단적 이기주의자들이며 그러한 체제를 지키기 위해 북한주민들의

생명과 영혼을 갉아 인간생지옥을 만들고있고 북한주민들은 굶어 죽어가며 병마와 아사로 스러져

가고있다. 살아 남으려 하는자들은 탈북을 하고 장마당에서 살려고 발버둥을 처 왔으나, 그마저 화폐

개혁과 외환사용금지로 모두를 허탈과 탈진으로 내몰고 그나마 그 속에서도 부루조아와 푸롤레탈리아

를 가르고있다.

더더욱 악랄한것은 자유대한민국 내부의 과거 친북 용공세력의 연좌제 관련자들과 그들로 하여금 쇄뇌

된 자들로 하여금 자유대한민국체제 전복을 끝없이 전개하고 있으며 지역감정과 계층간의 감정 이념

적 감정을 자극하여 우리 모두를 분열 시키고 있다.

국제적으로 군사적 도발은 핵과 미사일을 개발 온갖 공갈과 협박 그리고 갈취의 수단으로 군사 외교적

으로 자유우방 모두에게 안보적 위협의 제공자이며 아직도 저들은 체제유지보장을 받으려고 그 배후적

지원을 받으려는 러시아와 중국 공산당의 하수괴뢰로써 군사 외교 안보적 도발의 국제적  암약을

지속하고있다.

이명박정권은 한치 한순간 이라도 저들에 대한 의심을 저버리면 아니된다.

저들은 약자에게 강하고 강자에게 철저히 약하다!

조선신보 “극적인 사변 예감”… 정부내서도 “집권 3년차 올해가 적기” 北이 먼저 운 뗀 정상회담… 비핵화 - 납북자 문제 등 변수 성사땐 하반기 유력… 8·15나 추석 전후 개최 가능성 北, 과거 두차례 회담 거론… 관계개선 의지 적극적 표명 “차분하게 좀 더 지켜보자” 정부 ‘신중’ 공식태도 유지 이명박 정부 집권 3년차가 되는 2010년 새해 벽두부터 남북 정상회담을 향한 큰 물결이 일기 시작한 듯한 정황이 감지되고 있다. 1차 진원지는 북한의 1일 신년 공동사설이다. 사설은 “북남 관계를 개선하려는 우리의 입장은 확고부동하다. 남측 당국이 북남 대화와 관계 개선의 길로 나와야 한다”며 남북 관계 개선 의지를 표명했다. 이어 재일본조선인총연합회 기관지인 조선신보는 이전의 두 차례 남북 정상회담을 거론하면서 공동사설에 대해 “올해의 극적인 사변을 예감케 하는 의지의 표명”이라고 평가했다. 남북간 최고위급 회담을 희망한다는 메시지로 해석되는 공동사설에 이어 조선신보가 “(북한) 인민들은 과거 영도자의 용단에 의해 북남 수뇌회담이 두 번에 걸쳐 진행되게 된 경위를 잘 알고 있다”면서 ‘극적인 사변’을 언급한 것은 북한이 궁극적으로 남북 정상회담을 겨냥하고 있음을 시사한다. 한반도 정세에 비춰 볼 때 북한이 올 들어 남북 정상회담에 매우 적극적인 자세를 보일 것이라는 데 많은 대북 전문가들의 견해가 일치한다. 무엇보다 한국과 미국이 대화와 제재 병행이라는 ‘투 트랙 전략’을 일관되게 유지하면서 압박 정책이 효과를 발휘하기 시작했다는 것이다. 김성한 고려대 국제대학원 교수는 3일 “북한이 고통스러워하는 단계임이 신년 공동사설에 나타났다. 대화를 통해 압박 정책을 완화시키지 않으면 정권 생존이 어려우며 나아가 권력 이양의 환경이 열악해질 수도 있다고 판단한 것 같다”며 “북-미 양자회담에만 매달릴 수는 없을 것”이라고 말했다. 나아가 북-미 관계 개선을 압박하기 위한 수단으로 남북 정상회담을 활용하려 한다는 것이다. 김용현 동국대 북한학과 교수도 “북한이 정상회담 논의를 선점하며 우리 정부를 압박하려는 것”이라며 “화폐개혁 등으로 인한 흉흉한 민심을 수습하고 경제를 살리려면 중국에만 의존할 수 없고 남한의 지원이 필요할 것”이라고 분석했다. 북측이 지난해 임태희 노동부 장관과 조선노동당 김양건 통일전선부장의 10월 싱가포르 접촉, 통일부와 통전부의 공식 라인에 의한 11월 접촉 등에 이어 새로운 공식 혹은 비공식 채널의 가동을 제안할 것이라는 전망도 나온다. 우리 정부는 서두르지 않겠다는 공식 태도를 견지하고 있다. 이명박 대통령이 지난해 11월 27일 대통령과의 대화에서 언명한 대로 북핵 포기에 도움이 되고 국군포로와 납북자 송환 등 인도적 문제 해결에 도움이 돼야 한다는 것이다. 외교안보라인의 한 고위 당국자는 3일 “현재 구체적인 논의는 없는 것으로 안다. 북한이 연초부터 대화를 위한 유화 제스처를 보이고 있는 만큼 앞으로 어떻게 나올지 좀 더 지켜보자”며 신중한 태도를 보였다. 그러나 우리 정부 일각에서도 집권 3년차인 올해가 남북 정상회담의 적기(適期)라는 의견이 적지 않다. 올해를 넘기면 정상회담의 동력이 떨어질 수 있기 때문이다. 또 이 대통령의 북핵 일괄타결 방안, 즉 ‘그랜드 바겐(grand bargain)’ 구상을 어느 정도 실현시켜야 할 때라는 것이다. 한국국방연구원(KIDA)이 ‘2009년 안보환경 평가와 2010년 전망’이란 보고서를 통해 “그랜드 바겐 방안을 이행할 수 있도록 남북 정상회담을 포함한 다양한 접촉을 통해 북한을 설득하는 등 태도를 변화시키기 위한 일정 수준의 전략적 개입을 추진해야 할 것”이라고 밝힌 것도 같은 맥락으로 분석된다. 물론 사전 접촉이 재개되더라도 의제를 놓고 양측 간에 팽팽한 힘겨루기가 예상된다. 관건은 역시 북측의 태도다. 북한이 핵 문제와 국군포로 및 납북자 문제 등에 대해 어느 정도 전향적인 태도를 취하고 나올 경우 정상회담 논의 속도가 빨라질 수 있지만 그렇지 않을 경우 우리 정부는 만남을 위한 만남에 매달리지는 않을 것으로 보인다. 양측이 팽팽한 사전 논의 과정에서 어떤 절충점을 찾느냐에 따라 정상회담이 성사될 수도, 무산될 수도 있을 것으로 보인다. 올해 정상회담이 이뤄질 경우엔 하반기가 유력할 것으로 보인다. 김용현 교수는 8·15 광복절 전후나 추석 전후가 될 것이라고 내다봤다. 이는 주요 20개국(G20) 정상회의 개최와도 관련이 있다. 전 세계의 이른바 ‘유지 국가’ 리더들이 한자리에 모이기 전에 남북관계 개선과 한반도의 군사적 긴장 해소를 천명하는 시나리오가 가능하다는 것이다. 또 6·2지방선거를 앞두고 정상회담을 할 경우 정치적 논란에 휩싸일 수도 있다. 정부 당국자는 “올해는 이명박 정부 3년차라는 점, 그랜드 바겐의 실현이라는 점에서 남북관계에 매우 중요한 해”라며 “그러나 차분하게 갈 것”이라고 강조했다. 정용관 기자 [email protected] 윤완준 기자 [email protected]

An increasing number of North Korean refugees are arriving in northern Thailand, fleeing poverty and political oppression at home.

They were spotted on the side of the road along Thailand's border with Laos. Several more ran as journalists approached.

Speaking in Chinese, one woman says they just arrived and asks where exactly they are, but she does not want to say where they came from or how they got here.

"Don't ask this.  So many things are not good to ask.  We don't dare say," she said.

The refugees reach Thailand by crossing the Mekong River from Laos after a dangerous journey across China.

Thai immigration authorities say they took more than 1,000 North Koreans into custody this year, compared with less than 400 in 2008 when Beijing tightened security for the Olympics.

Police superintendent Sutham Chatarsa says they come to Thailand because, unlike in China and Laos, they will not be sent home, where they could face execution.

"We don't have the policy to send them back to North Korea," he said.  "We want to take care of them until they are accepted into a third country.  It's not the same as people coming from Cambodia or Laos.  North Koreans come here because of political problems.  So, we want them to get to a third country."

Even so, the North Koreans are treated as illegal immigrants before being allowed to go to South Korea or another country.

Lawmakers from 12 countries met in Thailand in November to raise attention to the plight of North Koreans fleeing their impoverished and repressive nation.

South Korean lawmaker Kim Yong-tae says they often face abuse because of their illegal status.

"We need to cooperate with each other to pressure Chinese or the other country governments to give them legal status. And second, we need to offer some conditions for them to sustain their livelihoods," said Kim Yong-tae.

Thai authorities say they expect the number of North Korean refugees to continue to grow next year as more choose take the dangerous journey to freedom.

North Korea calls for end to hostility with US

North Korea's nuclear programme has heightened regional tensions North Korea has issued a New Year message calling for an end to hostile relations with the US. A statement carried in major newspapers said Pyongyang also wanted "a lasting peace system on the Korean Peninsula". In response, a US State Department official said North Korea should show its good faith by returning to six-party talks on its nuclear programme. In early December, the North said talks with a special US envoy had narrowed differences between the two sides. The North Korean regime traditionally marks New Year's Day with a joint editorial in the country's three major newspapers. Analysts say the statement is examined carefully for clues to Pyongyang's policies for the coming year. "The fundamental task for ensuring peace and stability on the Korean Peninsula and in the rest of Asia is to put an end to the hostile relationship between the DPRK (North Korea) and the USA," state news agency KCNA quoted the editorial as saying. "It is the consistent stand of the DPRK to establish a lasting peace system on the Korean Peninsula and make it nuclear-free through dialogue and negotiations," it said. In Washington, a State Department official urged North Korea to return to the six-party talks, AFP news agency reported. "Actions speak louder than words," the official said, speaking on condition of anonymity. "A good step forward would be to return to six-party talks." Pyongyang pulled out of the talks last April following widespread condemnation of a long-range missile launch. International pressure grew following a nuclear test in May - which drew UN sanctions and further missile tests. But in December, North Korea said it would work with the US to "narrow remaining differences" following a visit to Pyongyang by US President Barack Obama's special envoy Stephen Bosworth.
